Holland Conservation Commission

Minutes of Commission meeting held on August 9, 2011.

Present: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett, Marianne Martone and James Wettlaufer.

Chairperson called the meeting to order.  The minutes of the July 26, 2011 meeting were not read.

Mail:
We received a Request for Determination from James La Billois for Robert and Bethany Bellerive of 25 Vinton Rd. On July 12, 2011, we had informed him that he would require a Notice of Intent.

Members signed the Order of Conditions for Richard Polverari of 7 Sunset Ln., DEP File #184-0261 to repair his deteriorating lake front wall.

Mark Stinson, Circuit Rider of the Mass DEP Western Region was questioned via email on several issues.  He offered to attend our meeting and present his Power Point program and we accepted. His presentation was extensive and slides were very helpful.  He also gave us a DVD which will get copied and distributed to all members.   

He mentioned the fact that the Storm Water Management project being done by our Highway Department on Sturbridge Road needed to post that project’s DEP file number and protect 2 catch basins with hay bales.  (The highway dept. was notified of such, prior to this writing).  He mentioned a new product called “Silt Sock” which fits within the catch basin and would catch the sand, making it easier to empty using a fork lift.

He also mentioned that homeowners could file a Notice of Intent to excavate sediment during the draw down because then the shore is lower than the mean water line.  All equipment should be located on the upland side.

8:40 p.m.  James La Billois, builder questioned us further on his project.  He had apparently filed a Notice of Intent electronically but failed to hit the “submit” key.  He was informed that the Board required 2 hard copies of the Notice of Intent and a plot plan with dimensions.  He also mentioned having to drill a new well.  He was informed that neighbors and his septic system had to be identified on the plot plan.

The meeting was adjourned at 9:30 p.m.
